So, in the end of february I heard some noise (or as we say in norwegian.. "Æ hørte nå helvetes spetakkel") outside my window. It turned out to be a run-up for the latin festival in Tromsø, called No Siesta, Fiesta! I have not participated in it yet, but people have praised it and I guess it is a fine cultural happening.
